This survey was conducted in order to clarify what leading managers (centering around section-level managers) think of such arrangements and what issues their idea may bring to the prevailing labor-management relations. Earlier in 1993, our research study of unionists' boundaries disclosed the current state of management strata in relation to such boundaries and the labor-management response to that state. To build on the research study, this survey investigated what the managers themselves think of their own position and what particular needs they have.
