To conduct these surveys, a research committee on overseas employees' working conditions was formed by selected companies and unions affiliated with the Kansai Productivity Center. The objective has been to clarify \"popular\" salary rates for different countries by securing an enough number of companies (respondents) to grasp trends in overseas salaries and by comparing their salaries for a model employee. For such comparison, a common formula has been used to derive a comprehensive salary rate (called \"E salary\" here) for the model employee at each company, controlling the effect of wage determinants. The rate has been thus a sum of monthly overseas salary (with payment in kind translated in money terms), monthly domestic salary, and incentive and hardship allowances, minus private expenses for children's education. Without an accurate grasp of popular rates, it is impossible to determine and change overseas salaries accurately. Ours is the only survey in Japan that can show a \"whole picture\" of the salaries of Japanese employees working outside
