Although civil service systems reforms are steadily progressing in this manner, human resource management systems have a major impact on the performance of local municipalities; therefore, work reflecting the voices of workers/the workplace are essential to system reform. Hence, there is a need to first ascertain the actual situation in detail, and it is important to identify the present state and future direction of personnel evaluation systems that will play a critical role in personnel management systems.\n\nThe All-Japan Prefectural and Municipal Workers Union (JICHIRO) Fukuoka Prefecture Headquarters have taken an interest in such problems and have proceeded with a survey study including a “1. Union member survey,” “2. Fact-finding survey of local municipalities that have introduced such systems,” and “3. Staff group discussion.” This survey corresponds to the “1. Union member survey” and was designed based on the following three points.\n\nFirst, it looks at workers’ evaluation of the current work performance review system. Work performance review systems are governed by Article 40 of the Local Public Service Act, but it is said that such systems are not used as intended. It is difficult to find out why work performance review system are not being used as intended, but exploring the issues facing current work performance review systems is an important task. This study attempts to clarify such issues by providing survey items on the recognition and evaluation of the current work performance review system themselves and their operation.\n\nSecond, it looks at what workers think of the introduction of personnel evaluation systems. It is difficult to get all workers to agree to the introduction of personnel evaluation systems by local municipalities, but it is important to find out the reasons workers who do not feel that such systems are necessary think that way and their dissatisfaction with current systems, so that this information is reflected in the design of new personnel evaluation systems. To ascertain opinions on the need/lack of need for such systems and dissatisfaction with current systems, this study provided survey items on attitudes toward the introduction of future personnel evaluation systems/the reasons thereof/issues with current systems/possible solutions, etc.\n\nThird, it asks, if introduced, what type of personnel evaluation systems are desirable. This is to create an image of personnel evaluations workers think of.
