　本研究は過去の全国調査である1967年の「ミシガン調査」，1976年のJABISS調査，1983年のJES調査，1993-96年のJESⅡ調査を継承し，さらに新しい研究課題を発展・充実させたものである。\n\n 　本研究は，21世紀初頭の日本の政治変動を投票行動の分析を中心としてとらえることをめざしている。\n\n 　投票行動は政治参加・社会参加のもっとも基本的な手段であり，世論の動態のダイナミックスをとらえる主要な一指標である。本プロジェクト「JESⅢ(Japanese Election Study Ⅲ)」は，この指標を中心に，日本人の政治行動・政治意識に関わるデータを2001－2005年(平成13－17年)の間の9度にわたり，全て全国パネル調査として取得することを目標にした。2001年度，2004年度には参議院選挙の事前・事後の各2調査，2003年度および2005年度には解散を受けた衆議院選挙の事前・事後の各2調査を実施し，さらに2002年度に関しては，統一地方選挙の事前調査を実施した。こうして2001年小泉政権誕生時から2005年の同一政権による2度目の衆議院選挙までの4度の国政選挙全てを通じて，政権の変容と，それが有権者の投票行動に及ぼす効果を緻密にとらえるという目的を達成している。\n\n 　当該データは同一人物に対する継続パネル調査であるために，衆院に関しては新制度のもとでの有権者の適応行動が追跡可能となり，またそれに対応した政党の行動を研究する上でも基本データを提供するものとなっている。さらに，国政レベルと地方選挙レベルでの有権者の行動の対応を検討するという目的も果たした。これと同時に，政治行動・政治意識に関連した新しい研究テーマに関わる複数のデータを取得するのみならず，2004年度には参院選事後調査において国際比較政治体制プロジェクト(CSES2―Comparative Study of Electoral Systemsの第2プロジェクト)のデータ取得の責をも果たした。このプロジェクトは世界規模の比較調査で，マクロ＝マイクロの政治システム相互連関を政治行動において体系的に検討することを可能にしている。CSES2部分のデータは既に他の世界32の国政選挙データとともに公開されている。\n 　さらに全データの日英両語における公開を進めることで，実証的な政治行動・政治意識研究においてJESⅢプロジェクトが今後とも果たす意義は大きい。\n\n 　本研究は，政治学者と社会心理学者の密接な協調のもとに研究が進められ，主たる分析目的は以下の6点である。\n 　(a) 選挙制度変革の影響の因果的解析。\n 　(b) 合理的選択の投票参加・投票行動における発現の検討。\n 　(c) 政府・与党の将来期待・業績評価の投票行動への効果を計量的に解析。\n 　(d) 政党認知変化のダイナミックな社会心理学モデルの検討。\n 　(e) 複雑化したメディア環境下での投票行動の効果分析。\n 　(f) ボランタリー組織，社会的コミュニケーションの日本的特性を政治参加において分析。\n\n 　なお，第1回・第2回調査（2001年度）では，JESⅡサンプルとの継続性に配慮して，JESⅢのパネルサンプルのほかに，JESⅡパネル調査全回継続参加者348人に対しても同一項目・同一日程で郵送調査(第1回)(有効回収数312)，電話調査(第2回)(有効回収数194)を行っている。\n\n Government using a pre-post panel design. The Elections we focused on were the 2001 and 2004 elections for the House of Councilors, the 2003 and 2005 elections for the House of Representatives, and the 2003 Unified Local Elections. The panel continues for a span of 5 years using originally randomly sampled 3,000 nationwide identical targets.\n\nThe project aims at inheriting the legacies of the following Japanese voting studies occurring since the 1970s: 1976 JABISS (by Flanagan, Kohei, Miyake, Richardson, and Watanuki), 1983 JES (by Watanuki, Miyake, Inoguchi, and Kabashima), and the 1993-1997 JES II project (by Ikuo Kabashima, Joji Watanuki, Ichiro Miyake, Yoshiaki Kobayashi, and Ken'ichi Ikeda).\n\nThe project also adds the following research themes: 1. Causal analyses regarding the effects of the election system reform; 2. Analyses of Japanese characteristics in volunteer organizations and social communication in terms of political engagement; 3.
