Further, from the point of view that water supply facilities are assets utilized by residents of a broad area, the possibility that the collaboration of government, local residents, and private companies in the operation of water supply associations can lead to the formation of generally mutually beneficial relationships or a coordinated regional community (formation of public domain) in the relevant area is also
