概要 長期的な人手不足が見込まれている中で,人材の確保・定着対策として,労働時間短縮や労働者福祉の向上が強調されてきたが,中小企業においては,企業の横並び意識や取引関係上の制約など,個別の企業努力の限界も指摘されている。本調査は,中小企業(製造業)の企業と労働組合を対象とし,取引関係の実情と労働時間への影響を中心に,中小企業で労働時間短縮や労働者福祉の向上を進める際の問題点を明らかにすることを目的に実施された。
The fear of long-term labor shortage has led companies to emphasize shorter working hours and better workers' welfare as measures to secure and stabilize human resources. However, the limit of such efforts at the individual company level has also been pointed out for smaller companies. The alleged reasons are that these companies are inclined toward horizontal uniformity and that they are restrained by particular business relations.
