It was a warehouse from the time of the foreign settlement, and along with Building No. 15, it was a valuable building from that time. (It is said that it was handed over to the Philippine Consulate as part of Pacific War reparations. The site is still owned by the Philippine Consulate and is now a parking lot.) |
