| 概要 | 2000年7月8日夕方，三宅島は山頂から噴火した。17年ぶりの噴火は，その後も断続的に山頂から噴火し，8月18日17時30分頃には最大規模の噴火が，同月29日には低温で勢いのない火砕流が発生するに至った。これが9月1日の島外避難指示，それを受けての2日から4日にかけての島外避難へ，さらに火山ガスの放出による4年を超す長期の避難生活へとつながっていったのである。ともすれば災害直後の被害に目を奪われがちだが，災害の復興の過程でも，個々の状況に起因する種々の生活問題を発生させ，復興格差を生み出しかねない。本調査では，この復興過程における島民の方々の声を集め，そこで生じる生活問題や復興格差の実態を明らかにする。本調査は，帰島直後の2005年4月調査(SSJDA調査番号0590 )，2006年4月の第2回調査(同0591)に引き続いて実施されたものである。本調査は，帰島後2年が経過し，三宅島の村民の意識や問題点を把握することで，今後の三宅村復興の基礎資料として提供するとともに，社会に対して現状を伝達することを目的としている。主な調査内容は，帰島の状況／世帯の生計／復興の状況についてである。 On the evening of July 8, 2000, Miyake-jima erupted. The island’s first eruptions in 17 years continued intermittently after that, with the largest eruption at about 17:30 on August 18; low-temperature, sluggish pyroclastic flows occurred on the 29th. This led to an off-island evacuation order on September 1, the evacuation of residents off the island from the 2nd to the 4th in response, and then long-term living in evacuation facilities for over 4 years due to volcanic gas emissions. The damage directly after a disaster tends to attract the most attention, but inevitably, various problems in daily life arise from individual circumstances, and disparity in recovery occur in the process of recovery from disaster. This survey gathers island residents’ voices in the recovery process and reveals the true state of daily life problems and disparity in recovery that occur therein. This survey was conducted following two previous surveys: the survey conducted in April 2005 immediately after the return to the island (SSJDA survey number 0590) and the second survey in April 2006 (SSJDA survey number 0591). This survey aims to gain knowledge about residents’ attitudes and problems two years after returning to the island to provide basic data for the ongoing recovery of Miyake Village, as well as sharing the actual situation with the society. The main survey items are the state of return to Miyake-jima, household budget, and the state of recovery. |

| 回収率 | 有効回収数：520人※三宅村の帰島世帯確認調査によると，帰島世帯は2005年9月2日現在で1,247世帯（うち外国人15世帯）。これに対する回収率は41.7％である。当社調べ（4月24日時点）では，帰島世帯は推定で1,245世帯であった。三宅村が実施した帰島世帯数とほぼ同数である。しかし，現地では住民が帰島し居住しているかどうか判断できない住居も多々あり，これらの住居も含めてカウントし，推定数とした。推定帰島世帯数をもとにした回収率は41.8％である。 Valid responses: 520 people *According to the Miyake Village returnee household confirmation survey, the number of returnee households stands at 1,247 (of which 15 are households of foreign nationals) as of September 2, 2005. The response rate based on this is 41.7%. Our research (as of April 24) estimates that 1,245 households have returned. This is approximately equal to the number of returnee households surveyed by Miyake Village. However, there were many residences where we could not determine whether the residents had returned and were living there. We included these as well when counting our estimate. The response rate based on the estimated number of returnee households is 41.8%. |
