| 概要 | 今日わが国では，労働時間の短縮が，豊かでゆとりある生活を実現するために不可欠の課題であるという認識が広がっている。年間1，800時間労働社会の実現に向けて，政労使それぞれが，さまざまな努力を重ねてきている。しかし，現実の労働時間は，1994年度の1，904時間まで着実に短縮が進んだものの，その後はやや増加の傾向を見せている。年次有給休暇の取得率は50％代で伸び悩み，恒常的な残業の存在も問題となっている。そこで，本調査において，労働組合を対象とするアンケートを実施し，労働者の主体的な労働時間短縮に向けた実践とそれに対する障害の実態を明らかにしている。また，本調査と同時に，60歳代の生活時間と就労に関する実態アンケート調査を実施し，併せて分析を試みている。 Today, it is widely recognized in Japan that the reduction of working hours is an essential task in realizing a more relaxed and richer life. The government, labor and management are each making efforts to reduce the annual working hours down to 1,800 hours. The actual working hours had shown a constant decline and were reduced down to 1,904 hours in the fiscal year 1994, however, they have been slightly increased thereafter. Only 50 some percent of employees take an annual paid holiday; constant overtime work is also a problem. This survey of union members clarifies the efforts independently made by the workers to reduce the working hours and the obstacles they have faced along the way. Survey of time management and employment of people in their 60s is conducted at the same time this survey was conducted, so that both surveys could be analyzed together. |
