| 概要 | 本調査は，中小企業における労働事情を的確に把握し，適正な中小企業労働対策の樹立並びに時宜を得た中央会労働支援方針の策定に資することを目的とする。 全国中小企業団体中央会及び都道府県中小企業団体中央会では，1964年以降毎年「中小企業労働事情実態調査」を実施しており，今回は43回目にあたる。本調査は，約45,000の中小事業所を対象にしているが，従業員30人未満の事業所が回答事業所の67.4％を占めており，小規模企業を中心とした労働事情を明らかにしている。調査は，賃金，労働時間，雇用，経営等に関する事項のうち，時系列的に把握すべき基本項目のほか，その年々の労働情勢に関連した項目について行っている。 本年は，時系列項目である経営状況と経営上のあい路，週所定労働時間をはじめとする労働時間，賃金改定の実施状況，新規学卒者の初任給に加え，パートタイム労働者の雇用状況，2006年4月1日から施行された高年齢者雇用安定法の改正に伴う高年齢者の継続雇用，来るべき団塊世代の退職が経営に与える影響等について調査を行っている。 The purpose of this survey is to accurately apprehend work conditions in small and medium-sized enterprises and to contribute to the establishment of appropriate labor policies in small and medium-sized enterprises and the promotion of timely labor support by the National Federation.The National Federation of Small Business Associations and the Prefectural Federation of Small Business Associations have conducted the “Fact-finding Survey on Work Conditions among Small and Medium-sized Enterprises” since 1964, with this being the 43rd survey. This survey targets approximately 45,000 workplaces but with 67.4% of respondents having 30 or fewer employees, it especially reveals work conditions of small-scale businesses. In addition to basic items relating to pay, working hours, employment, and management, etc. that need to be captured in time series, this survey also investigates items related to the labor climate of each year.This year, in addition to the time series items of management status and obstacles, working hours (beginning with fixed weekly working hours), wage reform status, and starting salary of new graduates, there are questions on use of part-time workers, continuous employment of elderly people given the Amendment to the Act on Stabilization of Employment of Elderly Persons on April 1, 2006, effect of baby-boom generation’s retirement in the near future on management, etc. |
