| 概要 | 新潟県中越沖地震は，2007年7月16日（休日「海の日」）の午前10時13分ころ，新潟県上中越沖を震源として発生したマグニチュード6.8の地震である。この地震により，柏崎市，長岡市，刈羽村で震度6強の強い揺れを観測し，合計11名の犠牲者が発生した。本調査は，地震の直後に，特に被害の激しかった柏崎市の中心部の住民を対象に，地震時の行動や心理，地震に対する意識などについて聞いたもので，今後の防災対策の基礎資料として提供することを目的として実施された。500名という多くの住民に，面接法を用いることで，詳細な項目についてたずねている。今回の地震のポイントは4点ある。第1は，犠牲者が発生した構造で，高齢者が築年数の古い家に多く住んでおり，その倒壊によって犠牲となったこと。第2は，柏崎刈羽原子力発電所が想定外の強い揺れにみわわれ，さまざまなトラブルが発生したこと。第3は，2007年10月から一般供用がはじまった緊急地震速報の活用について。第4は，今回の被災地が3年前の中越地震でも被害を受けていたということである。調査内容は次の通り。被害状況／地震当日のこと／避難生活／地震についての情報／電話・インターネット／地震に関する意識や体験／柏崎刈羽原子力発電所の事故／回答者属性。 The Niigata Chuetsu Offshore Earthquake was a magnitude 6.8 earthquake that occurred at 10:13 am on July 16, 2007 (the Marine Day holiday). Strong seismic intensity 6 tremors from the earthquake were observed in Kashiwazaki-, Nagaoka-, and Kariwamura-cities, resulting in a total of 11 deaths. The residents of central Kashiwazaki were particularly hard hit by the earthquake. This survey was conducted for the purpose of asking them about their behavior and state of mind as well as their attitudes to earthquakes immediately after the earthquake and to provide their answers as basic materials for future disaster prevention measures. 500 residents were asked detailed questions through face-to-face interviews. There are four points to this earthquake. The first comprised structures in which casualties were found. Many elderly people were living in old houses and were killed when the structures collapsed. Second, the earthquake that hit Kashiwazaki-Kariwa nuclear power plant was stronger than the range expected, and various problems occurred. Third is the use of Earthquake Early Warning (EEW), which was launched in October 2007 for general public. Fourth is that the area affected by this earthquake was also damaged in the previous Chuetsu earthquake three years ago. The details of the survey are as follows: state of damage/day of the earthquake/evacuee life/earthquake information/telephone and Internet/earthquake awareness and experience/Kashiwazaki-Kariwa nuclear power plant accident/respondent attributes. |
