| 概要 | 本研究は，公共政策（そのうちのとりわけ社会政策）とそれが前提とする価値や規範との関係を経験社会学的に検討することを目的として始められた。人びとは社会政策に関してどのような意見の相違をもっているのか，そうした意見の相違の背後にはどのような価値・規範が潜んでいるのか，社会政策に関する社会意識はどのような要因によって規定されるのか。これらの問いに答えようというのが本研究の基本的な問題意識である。 本調査は，このような目的を達成するため，文部科学省の科学研究費補助金による研究（「福祉社会の価値観に関する実証的研究」）の一部として，2000年に実施された大規模な全国調査である。本調査は，社会政策（Social Policy）と社会意識（Social Consciousness）にちなんで，SPSC調査と略称されている。 本調査の特徴は以下のとおり。 1) アカデミック・リサーチをめざし，社会学的な変数や尺度を測定するための質問項目を多数採用している。 2) 社会政策に関する社会心理の深層構造を明らかにすることをめざしている。 3) ISSP調査をはじめとする欧米諸国の諸調査との国際比較が可能なデータの提供を試みている。 4) 独自の質問項目も可能な限り採用している。 本調査の結果は，2001年の日本教育社会学会，日本社会福祉学会，日本社会学会で，科研費研究の研究分担者や研究協力者によって口頭報告された。また科研費報告書，ディスカッション・ペーパー，学術雑誌への投稿などの形でも発表されてきた。独立行政法人日本学術振興会2005年度科学研究費補助金（研究成果公開促進費）の交付を受けて，改めて研究成果を下記報告書にまとめている。 This research was initiated for the purpose of an empirical sociological study of the relationship between public policy (especially social policy) and the values and norms they are premised upon. What are people’s differences of opinion on social policy? What are the underlying values and norms of such differences of opinion? What factors govern social consciousness of social policy? The basic problem awareness in this study is to answer these questions. This survey is a large-scale nationwide survey conducted in 2000 as part of a study supported by a Grant-in-Aid for Scientific Research from the Ministry of Education, Culture, Sports, Science and Technology to achieve the abovementioned goals. This survey is abbreviated as the SPSC survey for “Social Policy” and “Social Consciousness.” The distinguishing characteristics of this survey are as follows. (1) The adoption of multiple question items to measure social variables and milestones with the aim of academic research. (2) The aim of identifying deep structures in social psychology related to social policy; (3) An attempt to provide data internationally comparable to surveys in Europe and the United States such as the ISSP survey. (4) The adoption of unique question items whenever possible. The results of this survey were orally reported by the Grant-in-Aid for Scientific Research co-investigators and research collaborators at the 2001 convening of the Japan Society of Educational Sociology, Japanese Society for the Study of Social Welfare, and Japan Sociological Society. In addition, they were published in the form of a Grant-in-Aid for Scientific Research report, discussion paper, and paper submission in academic journals. After receiving a 2005 JSPS Grant-in-Aid for Scientific Research (Grant-in-Aid for Publication of Scientific Research Results), the research results were again summarized in the report below. |
