| 概要 | 連合は発足以来，1988年から隔年で「生活実態アンケート調査」を実施している。これは，生活実態や生活実感について，連合組合員のナマの声を聴こうというもので，毎回，民間の春季生活闘争が決着した時期に調査を実施し，翌年の春季生活闘争の要求作りに役立てている。とくに最近は，組合員のニーズや意識の多様化が指摘されており，だれにも共通する一律の要求を掲げることの難しさも指摘されている。経年変化を見るために調査項目はできるだけ変わらないことが望ましいが，こうした変化に対応してなるべく新しい項目も付加するよう努めている。今回の調査は，連合の99春季生活闘争を進めるうえで，組合員の生活と職場の実態，実感を把握することを目的として実施したものである。 調査の項目としては，前回までの調査との継続性についても配慮しながら組合員の「ゆとり，豊かさ」の現状とその実感できない場合の理由，組合員の生活スタイルの方向等とし，今後の生活改善闘争の課題の掘り下げに役立つ資料作成に努めている。 また，従来の配布方法では規模の比較的小さい企業に行き渡らなかったことから，今回は地方連合会を通じて中小・地場の組合にも配布している。 なお，今年のアンケートでは特別調査として，「賃金・人事処遇」についての項目を追加しているが，これに関しては，連合総合生活開発研究所で取りまとめることになっている。 RENGO has conducted "Survey of Life" every other year since its foundation in 1988. The purpose of the survey is in understanding the union member's reality of life and their feelings for their lives. The survey is conducted after the private sector employees' Spring Life Struggle (Shunto)of is settled, so that it would be useful for forming the agenda for the next spring Life Struggle. Due to the diversification of the union members' needs and consciousness, it has been pointed out recently that holding a monolithic request, which every one could share, is becoming difficult. While it is preferable to use the same search items to monitor the changes in two-year-period, the survey also tried to include some new items to find out the latest needs and consciousness. This year's survey was conducted for the purpose of understanding the realities of life and workplace of the union members, which is necessary to advance the 1999 Shunto. Using some of the search items used in the past, this survey tries to investigate why union members cannot feel "quality and richness" in their lives. It also tries to find out what kind of life style union members wish to pursue. The survey aims to serve as a useful material for forming a precise agenda for the "life struggle." Also, from this survey, the questionnaires were distributed through regional unions for the employees of middle and small-sized enterprises to better the former situation where questionnaires were hardly ever distributed to relatively small-sized enterprises. Finally, this year's survey is a special survey, in which search items regarding "wage and personnel management" are added. The results of this part of the survey will be analyzed by RENGO Research Institute for Advancement of Living Standards. |
