| 概要 | 労働時間の短縮への取り組みが進むなかで，人事労務管理の見直し，就業形態の多様化，勤労者意識の変化などに対応して，フレックスタイム制，変形労働時間制，裁量労働時間制など，新しい形態の労働時間制度が導入されている。そのことは，一般に全体としての労働時間の短縮に資するものと思われるが，その一方で企業の雇用管理，労働時間管理のあり方や労働者のモラル，就業意識などにも影響を及ぼしている。本調査は，労働時間の実態，新しい労働時間制度の効果と問題点，今後の時短と労働組合の取り組み課題などを把握し，労働時間短縮と労働者の福祉を促進するための基礎的資料を得ることを目的に実施された。 Against the backdrop of continued efforts at shorter work hours, new forms of work hours such as flextime and discretional hours have been introduced to the workplace in accordance with the reconsideration of personnel and labor management, diversified forms of employment, and changing worker consciousness. All this, in general, is considered to help reduce work hours, but is also affecting corporate control of employment and work hours as well as workers' morality and consciousness. This survey was conducted to provide basic data for promoting shorter work hours and workers' welfare by investigating the actual state of work hours, effects and problems of the new systems, and issues of shorter work hours and union efforts to be tackled in the future. |

| 母集団 | 労働組合及び組合員。［組合調査］は新しい労働時間制度を実施，または導入を計画している工場・事業所・店舗（1企業1工場ないし1事業所の場合は企業）を主たる対象とした。［組合員調査］は対象支部（分会）のなかから対象者を選定。 Labor unions and unionists. The major subjects of the union questionnaire were the factory, shop, and business establishment (and "company" if the factory or establishment itself constituted a firm) which were either practicing or planning a new system of work hours. The unionist questionnaire was directed to unionists at local chapters. |
