| 概要 | 90年代の日本経済はかつてない長期不況に見舞われた。「過剰設備」「過剰負債」「過剰雇用」の三つの過剰を抱えた企業は，リストラの名の下に人員の削減を進めてきた。失業者は増加し，雇用に対する不安感から個人消費も低迷し続けている。こうしたなか，将来にわたり活力のある経済社会を維持していくための切り札として，新しい事業や新しい産業に寄せられる期待は高まるばかりである。また，99年11月に中小企業基本法が抜本的に改正され，機動力のある中小企業が独創的な技術やサービスを生み出す存在として期待されている。国民生活金融公庫では，新規開業の実態を明らかにするために，69年度以降様々な視点から調査を行っており，91年度からは調査結果を『新規開業白書』として，毎年刊行している。99年度実施の本調査は，官民の創業支援の現状と今後のあり方を中心的なテーマに据えて新規開業企業の実態を明らかにすることを目的として実施された。本調査では，新規開業者に占める中高年の割合が高まっている一方で，事業拡大や収入増加に対する意欲が弱まっているという実態が明らかにされている。なお，本調査とともに，新規開業企業54社について訪問によるヒアリング調査を実施している。 The Japanese economy in the 1990s has suffered a recession unprecedented in duration. Firms, ridden with excessive debts, manpower, and facilities and equipment have cut back on staff under the name of restructuring. As a result, unemployment rose and consumption has stagnated in fear of loss of employment. Against the background, expectations toward new businesses and industries have grown more and more as an ultimate means to maintain a viable economy and society over time. The major reform of the Minor Enterprises Act in November, 1999, has testified the expected role of small and mid-size companies as a generator of original technologies and services. Since 1969 our Institute has conducted surveys to clarify the current state of new start-ups from various perspectives, and since 1991 the Institute has published an annual white paper to show the findings. This 1999 survey revolves around a topic of the present and future of public and private support of new starters. In particular, it reveals that the ratio of middle-aged starters has increased and that aspirations for wider business and more income have dwindled. (The 1999 survey was accompanied by face-to-face interviews with 54 new start-ups.) |
