| 概要 | 東京都の高齢者労働施策は，(1)高齢者の生きがいとしての就業を地域的に組織したシルバー人材センター事業と，(2)定年後あるいは60歳を超えた，就労・就業希望のある高齢者への就労・就業援助事業が2つの大きな柱である。しかし，1995年以降の経済の停滞→不況への変化が深刻化するにつれ，企業に就職という高齢者への就労援助事業は非常に困難なものとなっている。 そこで，1998年3月東京都労働経済局は，従来の2事業の充実と，高齢者の労働に関する新しい施策についての検討会を設置した。検討会では，企業のみに高齢者の雇用の努力を強いるのではなく，高齢者自身が自ら職場を作り（起業・創業），高齢者がグループで働く（派遣・請負・ワーカーズ・コレクティブ）といった自立した就業形態（中間市場，あるいは第3の市場）を高齢者の「新しい働き方」として実現性の有無を問うことが課題となった。 東京都立労働研究所は，検討会に参加するとともに，高齢者の雇用創出の施策に資する一環として，東京都が1996年に設立した高年齢者就業センターで行っている能力開発事業「実践セミナー」修了者を対象に本アンケート調査を実施したものである。報告書では，併せて行った「実践セミナー」協力企業・団体へのヒアリング調査とともに分析を施している。 本調査の具体的な目的は，1)実践セミナー修了者の現状把握（職業キャリア及び現在の働き方の状況を明らかにする），2)実践セミナーの評価，3)実践セミナー修了者の新しい働き方への意識・ニーズの分析，である。 The two main pillars of the Tokyo Metropolitan Government's labor policy for senior citizens are (1) the Silver Human Resource Center Project, which organizes regional employment for the elderly as a way of making their lives worth living, and (2) the Employment Assistance Project for senior citizens who have reached retirement age or are over 60 years old and wish to work or find work. However, as the change from economic stagnation to recession since 1995 has become more serious, employment assistance programs for senior citizens who wish to work in companies have become extremely difficult. Therefore, in March 1998, the Bureau of Labor Economics of the Tokyo Metropolitan Government established a study group on the enhancement of the two existing programs and new measures for the labor of senior citizens. The study group decided that rather than forcing only companies to make efforts to employ senior citizens, the feasibility of a "new way of working" for senior citizens should be examined, in which senior citizens themselves create their workplaces (start their businesses) and the elderly work in groups (dispatch, contracting, workers' collective) as independent forms of employment (middle market, or third market). The Tokyo Metropolitan Labor Research Institute participated in the study group and conducted this survey of graduates of the "Practical Seminar," a skills development program conducted by the Tokyo Metropolitan Government's Employment Center for the Elderly established in 1996, as part of its contribution to measures to create jobs for senior citizens. The report includes an analysis of the results together with an interview survey of companies and organizations that cooperated in the "practical seminar. The specific objectives of this survey were: 1) to understand the current status of those who completed the practical seminar (to clarify their professional careers and current working styles), 2) to evaluate the practical seminar, and 3) to analyze the awareness and needs of those who completed the practical seminar toward new ways of working. |
