| 概要 | 日本で働く高度な技術や専門的知識を持った外国人材（以下「高度外国人材」）は，近年増加傾向にあり，2017年10月末時点において，専門的・技術分野の在留資格を有する外国人労働者数は23万8千人に達し，前年同期と比較して約18％増加している。政府としては，日本の経済社会の活性化の観点から高度外国人材受入れを積極的に推進しているところであり，企業においても，グローバル化が進展する経済社会に対応するため，高度外国人材を確保することは，経営戦略上も重要な視点となっている。 本調査は，そうした状況を踏まえ，高度外国人材の就労実態と人事評価・報酬体系等に関する雇用管理の改善を通じた働き方改革の実施により高度外国人材の採用促進や定着，さらなる活躍に結びついた取組に係る実態調査として実施されたものである。 The number of foreign human resources with a background in advanced technology and specialized fields working in Japan (hereinafter, “HSPs”) has been increasing in recent years, and as of the end of October 2017, foreign nationals with a status of residence that reflects activity in their specialized/technical field and the number of HSPs have reached 238,000, an increase of about 18% compared to the same month in the previous year. The government is actively promoting the acceptance of HSPs from the perspective of revitalizing Japan's economy and society, and companies are also securing HSPs as an important aspect of their management strategy in response to the increasingly globalized economy and society. Against this backdrop, this survey was conducted as a fact-finding initiative related to the promotion and retention of HSPs, leading to further success by implementing work style reforms and improving employment management related to the employment situation of highly-skilled foreign human resources and their personnel evaluation and compensation system. |
